The Business Administration and Participation department is responsible for managing the city's associated companies and municipal enterprises and institutions under public law. This includes investment management, investment controlling and mandate management.

As part of these tasks, the rights and obligations incumbent on the city as a shareholder are exercised, taking its interests into account. Resolutions on the appointment and dismissal of Supervisory Board members are also implemented and the elected representatives, in particular the mayors, are supported in their function as Supervisory Board members.

The department is involved in all business management matters relating to municipal enterprises, institutions and associated companies, including the establishment, dissolution, transformation or restructuring of such companies. It is also responsible for analyzing business plans and annual financial statements. An annual investment report is prepared for documentation and transparency purposes. It also assists the companies with fundamental operational and financial issues.
